A Câmara dos Deputados aprovou nesta quarta-feira (22) projeto de lei que modifica o Sistema Nacional de Políticas sobre Drogas (Sisnad). De autoria do deputado Osmar Terra (PMDB-RS), a proposta prevê o aumento da pena para o tráfico, de cinco para oito anos, a possibilidade de internação involuntária de usuários a pedido da família e de agentes públicos e a isenção fiscal às empresas que empregarem dependentes químicos em recuperação.
De acordo com deputado Osmar Terra, depois das negociações com a Casa Civil da Presidência da República, o projeto foi modificado para estabelecer que a internação involuntária poderá ocorrer a pedido da família e com recomendação médica e, na ausência de parentes, poderá ser requerida por agente da área social também depois de avaliação médica.
Sobre o aumento da pena, Terra explicou que houve mudança no conceito de organização criminosa para poder atingir as chamadas bocas-de-fumo. “O governo aceitou que a associação de até quatro pessoas para tráfico já entrará no aumento de pena”, explicou.
O relator da proposta, deputado Givaldo Carimbão (PSB-AL), ressaltou que a punição mais rigorosa, com o aumento da pena para o tráfico, é necessária para diminuir as mortes provocadas pelas drogas no país.
Desde o início da tarde, o plenário tenta votar a matéria, mas deputados contrários a diversos pontos do texto obstruíram a votação. Neste momento, a Casa analisa os 13 destaques que visam a alterar o texto principal aprovado.
