Dourado realiza terceira Audiência Pública do Plano de Saneamento
À frente de muitas cidades do país, o município avança no processo de construção de um Plano que irá melhorar muito a qualidade de vida das pessoas
A cidade de Dourado (SP) tem feito a sua lição de casa. Neste ano de 2013 começou a construção participativa de um Plano Municipal de Saneamento Básico (PMSB) que poderá, com apoio da sociedade, melhorar a cidade, melhorando com isso a qualidade de vida de todos.
No Brasil, em 2007, surgiu o Plano Municipal de Saneamento Básico, um instrumento exigido pela Lei 11.445/07, que estabelece diretrizes nacionais para o saneamento.
A implantação de um Plano Municipal de Saneamento Básico permitirá planejar as ações do Município na direção da universalização dos serviços de abastecimento de água, esgotamento sanitário, limpeza urbana e manejo dos resíduos sólidos, e também drenagem e manejo das águas pluviais urbanas. Segundo a Lei, os municípios devem apresentar seus Planos para firmarem convênios e contratos de repasse de recursos Federais e Estaduais para execução de programas, projetos e ações direcionados ao saneamento.
A empresa GETESI – Gerenciamento, Tecnologia e Sistemas foi contratada pela Prefeitura Municipal de Dourado para elaborar o Plano. Mas, para que este Plano tenha a cara da cidade e consiga olhar para os principais problemas relacionados ao Saneamento, a Getesi e a Prefeitura precisam contar com a participação da sociedade, afinal, são os moradores que vivem e convivem diariamente com as questões relacionadas à água, lixo e esgoto.
Faz parte desse processo a construção de um Plano de Mobilização Social que tem como objetivo desenvolver ações para sensibilizar a sociedade quanto à relevância do Plano Municipal de Saneamento Básico e da necessidade de sua participação no processo de elaboração deste.
“A participação social, além de ser prevista na Lei é essencial no processo, mas como a gente sabe, a atuação das pessoas dificilmente é um processo espontâneo. Dessa forma, é necessário planejar, envolver e mobilizar a sociedade”, afirma o Engenheiro Sergio Motta, da GETESI.
Mobilização Social – Uma forma de participação social é o Questionário. Segundo Motta, a aplicação dos questionários na cidade foi feita em agosto, “a equipe da Getesi e da Prefeitura estiveram nas ruas da cidade com o objetivo de conhecer melhor as questões relacionadas ao saneamento básico. É muito importante ouvir as pessoas, criar vínculo e conhecer os reais problemas”, conta Motta.
E os grandes momentos para apresentar as etapas do Plano e ouvir a sociedade de uma forma geral são as Audiências Públicas. “O nome “Audiência Pública” pode parecer difícil, mas trata-se de uma reunião feita na cidade para apresentar o Plano Municipal de Saneamento Básico e o Plano de Trabalho proposto”, explica a Engenheira Ambiental Eliana Silva, da Getesi. Em Dourado, já foram realizadas duas Audiências Públicas e, na próxima semana, acontecerá a terceira. No início de 2014, a cidade fechará o Plano com a última Audiência, ainda sem data definida.
As Audiências são importantes para que os indivíduos entendam o papel deles nisso tudo, ou seja, entendam que cada um é parte fundamental nesse processo. Na Audiência, há apresentação dos Produtos e espaço para participação da sociedade. Na terceira Audiência, serão apresentados: Produto 3 (Prognóstico) e Produto 4 (Objetivos, Metas e Estratégias).
Conforme Publicação no Diário Oficial de 27/11/2013, a 3ª Audiência Pública do Plano de Saneamento será:
