Newton Lima é eleito presidente brasileiro do Parlasul
Deputado federal Renato Molling (PP-RS) e o senador Paulo Bauer (PSDB-SC) são os vice-presidentes
Os membros da Representação Brasileira no Parlamento do Mercosul (Parlasul) elegeram nesta terça-feira (21) a nova mesa diretora, que será presidida pelo deputado federal Newton Lima (PT-SP), com o deputado federal Renato Molling (PP-RS) e o senador Paulo Bauer (PSDB-SC) como vice-presidentes. Newton Lima substitui o senador Roberto Requião (PMDB-PR) na presidência.
Newton Lima defende que os representantes do Mercosul tenham uma atuação mais protagonista na entidade. “O Parlasul tem que ser reconhecido pelos chefes dos Estados-Partes. Precisamos dar continuidade ao trabalho nos organizando por áreas de interesse”, explica. Na posse, o presidente defendeu a institucionalização de uma universidade do Mercosul. A Representação Brasileira é composta por 10 senadores e 27 deputados.
Newton Lima está no primeiro mandato como deputado e presidiu, em 2012, a Comissão de Educação e Cultura (CEC) da Câmara dos Deputados, é engenheiro químico formado pela Universidade de São Paulo (USP). Em 2001 foi eleito prefeito de São Carlos, reeleito em 2004, época em que integrou o conselho de Mercociudades. Também foi reitor da Universidade Federal de São Carlos.
A sede do parlamento fica em Montevidéu, Uruguai, e cada Representação mantém uma secretaria nos respectivos Congressos Nacionais. Os indicados pelas lideranças dos partidos são os representantes brasileiros para o Parlasul – instituição parlamentar que existe desde 2006, formada por Argentina, Brasil, Paraguai (aguardando o fim da suspensão no Mercosul), Uruguai e Venezuela. Segundo o Protocolo Constitutivo do Parlasul (PCPM), é competência da instituição a emissão de pareceres, propor projetos e anteprojetos de normas, declarações, recomendações, relatórios e disposições sobre os temas relativos ao bloco.
Conforme a Resolução nº1/2011, do Congresso Nacional, compete aos novos membros a apreciação e emissão de pareceres de matérias de interesse do Mercosul, submetidas ao Congresso Brasileiro, além de promover audiências públicas e solicitar depoimento de qualquer autoridade ou cidadão. Todas as reuniões são públicas e as discussões e votações são abertas, exceto quando aprovado requerimento pela maioria dos presentes modificando o tipo de votação.
A data da primeira reunião da Representação Brasileira ainda será definida pelo presidente Newton Lima.
