Reforma política: plebiscito ocorrerá em 2014, mas regras só valerão em 2016
A decisão foi tomada depois de uma manhã de reuniões no Palácio Jaburu

O vice-presidente da República, Michel Temer, que coordenou nesta quinta-feira (4) reunião sobre reforma política, anunciou que o plebiscito sobre o tema não valerá para as eleições de 2014. Temer disse que a consulta popular deve ocorrer no próximo ano para que as novas regras sejam válidas a partir de 2016. A decisão foi tomada depois de uma manhã de reuniões, no Palácio Jaburu (residência oficial do vice-presidente), com líderes da base aliada do governo na Câmara e o ministro da Justiça, José Eduardo Cardozo.
“Não há mais condições de fazer qualquer consulta antes de outubro e, não havendo condições temporais, qualquer reforma que venha, só se aplicará para as próximas eleições”, disse Temer, após a reunião. “O que é inexorável tem que ser aceito”, ressaltou ele, ao informar que a base aliada do governo no Senado será ouvida ao longo do dia.
Para que as regras fossem aplicadas em 2014, o plebiscito sobre a reforma política e o projeto modificando as normas eleitorais tinham de ser aprovadas até o dia 5 de outubro. A três meses para o fim do prazo, os parlamentares consideraram improvável fazer a consulta e aplicar as mudanças.
O vice-presidente disse que o próximo passo será os líderes dos partidos aliados na Câmara e no Senado elaborarem, em conjunto, o texto do projeto de decreto legislativo destinado a convocar a consulta popular. Os parlamentares calculam que precisarão de, pelo menos, 15 dias para concluir o projeto de decreto legislativo – instrumento usado para convocação do plebiscito.
Apenas a partir daí, senadores e deputados vão se debruçar sobre os temas que farão parte da consulta. Temer lembrou que há consenso sobre o plebiscito, porém, é possível promover mudanças no sistema político adotando outras alternativas.
Presente à reunião no Palácio Jaburu, o ministro da Justiça, José Eduardo Cardozo, disse que a decisão não desgasta o governo. Ele negou que o adiamento do plebiscito represente um recuo. “Ao contrário [de recuo], houve uma proposta clara de plebiscito que colocou na pauta [o tema] reforma política, algo que a população brasileira reclama há décadas”, disse ele.
Cardozo ressaltou que a base aliada está afinada e apoia a consulta popular sobre os principais pontos que devem ser alterados no sistema político brasileiro. “A sociedade brasileira sairá vitoriosa. Teremos um novo modelo de sistema político. A população vai dizer como quer que sua vontade seja representada no futuro e esse é um ganho para a história nacional”, disse.
O líder do PTB na Câmara, deputado Jovair Arantes (GO), ressaltou que a decisão foi baseada em regras jurídicas. “[Isso] está inviabilizado juridicamente. Existe uma forte tendência de que o plebiscito ocorra no segundo turno das eleições do ano que vem”, disse ele.
O líder do PDT na Câmara, deputado André Figueiredo (CE), ressaltou que o cuidado é para evitar efeitos negativos no futuro. “É pouco provável que consigamos correr com o prazo. Isso seria feito de forma açodada, trazendo efeitos negativos”, avaliou.
