Governo do estado amplia auxílio-moradia emergencial
Desalojados ou desabrigados de municípios em estado de emergência também terão direito ao benefício; tempo de pagamento foi estendido de três meses para até que os moradores possam voltar para suas casas ou serem atendidos em novo imóvel
O governador José Serra assinou ontem, dia 27, um novo decreto que amplia a concessão do um auxílio-moradia emergencial (AME). Agora, além dos moradores desalojados ou desabrigados em municípios que decretaram calamidade pública, aqueles que enfrentam problemas com as enchentes nas cidades em estado de emergência também terão o auxílio de R$ 300 mensais. O prazo de pagamento do benefício também foi estendido. Ao invés dos atuais três meses, as famílias receberão o auxílio até poderem voltar para suas casas ou serem atendidas com novos imóveis.
Devido à continuidade das fortes chuvas e o aumento do número de pessoas desalojadas e desabrigadas, o decreto nº 55.370, publicado hoje no Diário Oficial, acrescentou alguns dispositivos ao decreto que instituiu o auxílio-moradia emergencial (AME), no dia 11. Pelo novo decreto, a Companhia de Desenvolvimento Habitacional e Urbano (CDHU) ficou autorizada a assinar também convênios com os municípios em situação de emergência, desde seja atestado pela Coordenadoria Estadual da Defesa Civil. As prefeituras devem fazer a solicitação à CDHU, apresentar a relação das famílias a serem atendidas e indicar o local onde elas ficarão abrigadas provisoriamente.
O valor de R$ 300,00 mensais pagos às famílias desabrigadas ou desalojadas foi ampliado de três meses para até que cessem os estados de calamidade pública ou emergência. No entanto, se ainda houver famílias sem condições de moradia após a suspensão da calamidade ou emergência, o benefício será estendido até que elas possam voltar para suas casas ou sejam remanejadas para novos imóveis. Com isso, o governo do estado vai garantir condições de moradia à população até que o problema seja resolvido.
Além disso, o auxílio-moradia emergencial (AME) poderá ser cumulado com outros benefícios concedidos pelos municípios. Isso significa que o benefício do estado não cessará se o morador passar a receber bolsa-aluguel do município, por exemplo, incrementando o recurso da família destinado para moradia.
Outra importante modificação no decreto é a extensão do auxílio-moradia para municípios que tiverem necessidade comprovada, mas que ainda não decretaram estado de calamidade, nem emergência. Nesses casos, a cidade deverá ter legislação específica que garante pagamento, pelo município, de benefício em decorrência de eventos de natureza grave. O auxílio-moradia emergencial (AME) será pago cumulativamente e terá valor equivalente àquele oferecido pela prefeitura, desde que não ultrapasse o teto de R$ 300.
O governo do estado continua atuando de forma intensa na prevenção de desastres e no auxílio aos municípios afetados pelas chuvas. Além do auxílio-moradia emergencial (AME), a CDHU está disponibilizando uma linha de crédito para reforma de moradias atingidas pelas chuvas e construindo moradias definitivas em regime de emergência para atender às famílias desabrigadas.
