Eleições limpas em 2014: depende de nós

Em recente artigo (#PlebiscitoJá) defendi a realização do plebiscito proposto pela presidenta Dilma Rousseff para que pudéssemos formular propostas concretas para uma reforma política consistente, essencial ao combate da corrupção e o fortalecimento da democracia brasileira. Alertei, porém, que a oposição e parte da própria base aliada no Congresso enterrariam a proposta, alegando complexidade, alto custo e exiguidade de prazo. Quem acompanhou os noticiários recentes constatou que eu não estava errado, apesar de acreditar que, se houver vontade política de nós parlamentares, o plebiscito ainda se viabilizaria, para isso, nossa bancada do PT está colhendo assinaturas.
Mas temos outra chance. Trata-se do projeto “Eleições Limpas” elaborado pela OAB (Ordem dos Advogados do Brasil) e pelo MCCE (Movimento de Combate à Corrupção Eleitoral) – as mesmas entidades que promoveram o vitorioso projeto Lei da Ficha Limpa –, que propõe, entre outros pontos, o fim do financiamento de empresas privadas a campanhas eleitorais e a prisão e cassação de quem praticar caixa dois. Já para as eleições de 2014.
O presidente da OAB, Marcus Vinícius Furtado, em artigo na Folha de S. Paulo (18/07) apresentou os eixos principais do projeto. O primeiro é o voto transparente em dois turnos, em que o eleitor primeiro vota em partidos e depois em candidatos. Outro eixo é a proibição do financiamento empresarial das campanhas, o que ajudará a diminuir a influência do poder econômico nas eleições e contribuirá para reduzir drasticamente a corrupção, já que para cada corrupto existe um corruptor. Finalmente, a liberdade de expressão na internet. “A OAB defende um sistema em que as eleições se façam em torno de projetos e não de indivíduos”, disse, acertadamente, o presidente da OAB.
Para que o projeto “Eleições Limpas” chegue ao Congresso precisará reunir 1,6 milhão de assinaturas. Se isso ocorrer até agosto e os parlamentares apreciarem o projeto até setembro, as medidas passarão a valer em 2014. Para que tais objetivos sejam atingidos foi lançado um site (www.eleicoeslimpas.org.br), que está colhendo as adesões. Eu já fiz a minha e vou envidar esforços para divulgar a iniciativa. Você pode fazer sua adesão em menos de 20 segundos!
Como se vê, um gesto simples, de cada um de nós, poderá mudar os rumos do Brasil. Tenho a convicção de que somente com a força do povo – seja nas ruas, respondendo a um plebiscito, ou aderindo ao projeto “Eleições Limpas” – conseguiremos romper a barreira do atraso e dos privilégios. Afinal, para eliminarmos os maus políticos só há um caminho eficiente: evitar que sejam eleitos e, para isso, nada melhor do que estabelecer regras claras para eleições limpas.
Vale destacar a insistência da presidenta Dilma em fazer a reforma política. Ela sinalizou que está disposta a endossar a proposta da OAB e MCCE, e não se furtou a citar as manifestações por mudanças em seu discurso de boas-vindas ao papa Francisco. “Democracia, como sabe Vossa Santidade, gera desejo de mais democracia, e inclusão social provoca cobrança de mais inclusão social, qualidade de vida desperta anseio por mais qualidade de vida”, disse ela, reconhecendo que apesar de o país ter avançado muito, não se estabelece a justiça social da noite para o dia. É por isso que a sociedade exige aceleração e aprofundamento das mudanças iniciadas pelo PT há dez anos.
