Neste ano eleitoral, seria aconselhável parar para pensar sobre qual dos candidatos aos mais variados postos, do mais modesto ao mais alto, merecerá nossos votos

O país está a poucos meses das eleições gerais. Este é um marco importante. Vamos eleger candidatos a todos os níveis: presidente e vice-presidente da República, senadores, deputados federais, governadores e vice-governadores, deputados estaduais, além do governador, vice-governador e deputados do Distrito Federal. Será um ano complicado, pois a partir do dia 6 de julho a propaganda eleitoral estará fatalmente associada a outro grande evento – as partidas finais da Copa do Mundo, um dado que confere a estas eleições, queiram ou não, um caráter peculiar. Pois no Brasil futebol e eleições acirram ânimos embora de âmbitos diferentes. A reboque deste clima inédito até então, da combinação de duas paixões nacionais, os ânimos e divergências estarão muito mais à mercê das infalíveis promessas de campanha.

Neste cenário, o velho adágio popular “promessa é dívida” pode adquirir dimensões muito maiores. Tradicionalmente candidatos habituaram-se a utilizar-se dos palanques com gestos e palavras impactantes para anunciar seus feitos e propostas que todos sabemos impossíveis de serem executadas. Ou seja, o que alguns chamam de “estelionato eleitoral” – expressão popular que define a conduta do político de quem promete o que não pode cumprir – tornou-se um hábito aceito pelo eleitor desavisado. O que acaba sendo, no mínimo, uma falta de respeito ao direito ao voto.

Se políticos cumprissem suas promessas de campanha – muitas vezes até mesmo diligentemente registradas em cartório – teríamos hoje um país diferente, com as reformas política e tributária concluídas. Teríamos debelados problemas crônicos em áreas como as de saúde, educação, habitação, mobilidade urbana e segurança. Assim, neste conto de fadas palanquial os níveis de corrupção seriam reduzidos e os desvios de condutas das elites poderiam ser varridos do mapa.

Desconfiemos, portanto, do candidato a cargo político no Executivo ou Legislativo que promete construir centenas de postos policiais comunitários, aperfeiçoar milhares de Unidades de Pronto Atendimento, ampliar o número de creches, pré-escolas e quadras esportivas. Além disso, teríamos a esta altura, quilômetros de rodovias e ferrovias construídas nas mais perfeitas condições tecnológicas. Estariam já prontinhas e em funcionamento e nós, eleitores, trafegaríamos felizes, seguros e tranquilos com nossas famílias.

Duvidemos também de propostas subjetivas, de difícil aferição, entre elas: “prometo” reduzir a inflação com pleno emprego; acabar com a pobreza conduzindo todos os miseráveis pelos degraus da ascensão social; baixar os juros básicos da economia; reduzir o número de impostos; realizar uma efetiva reforma fiscal; promover um sério trabalho na área da segurança pública. Perguntemo-nos sobre o perfil do candidato de nossa preferência e dos motivos pelos quais quer ser eleito e por que o elegeríamos. Fiquemos atentos a candidato com baixo nível de escrúpulos e tênue compromisso com a democracia. Ou seja, vamos aplicar a “ficha limpa”.

Lamentavelmente continua em estudo o Projeto de Lei nº 4.523/12, que tornaria crime o não cumprimento das propostas de governo registradas durante a campanha eleitoral e também as promessas divulgadas pelo candidato nas mídias. Tudo indica que este PL não será apreciado e transformado em lei. O deputado Nilson Leitão (PSDB-MT), autor do projeto, afirma que “são muitos os candidatos que registram propostas às vezes impossíveis de serem executadas. O eleitor desavisado acredita e vota no candidato que, depois de eleito, ignora as propostas como se não as tivesse feito. Isso é enganar o eleitor, é fraudar o processo eleitoral”. É o “Eu Prometo” tão nosso conhecido em todos os discursos eleitorais ao longo de décadas.

Assim, caros eleitores, quando elegemos alguém para nos representar na Administração Pública, temos o dever de cobrar o cumprimento das suas propostas, sempre lembrando que uma promessa pode ser equiparada a um juramento. E quando o candidato utiliza a expressão “Eu prometo!” deve estar consciente de que deve cumpri-la. Quanto a nós, que iremos às urnas por um país melhor, haveremos de finalmente encontrar meios efetivos de cobrança: inclusive cassando seu mandato.
