Homicídios de jovens crescem 326,1% no Brasil, mostra Mapa da Violência

A violência contra os jovens brasileiros aumentou nas últimas três décadas de acordo com o Mapa da Violência 2013: Homicídio e Juventude no Brasil, publicado nesta quinta-feira (18) pelo Centro de Estudos Latino-Americanos (Cebela), com dados do Subsistema de Informação sobre Mortalidade (SIM), do Ministério da Saúde. Entre 1980 e 2011, as mortes não naturais e violentas de jovens – como acidentes, homicídio ou suicídio – cresceram 207,9%. Se forem considerados só os homicídios, o aumento chega a 326,1%. Dos cerca de 34,5 milhões de pessoas entre 14 e 25 anos, em 2011, 73,2% morreram de forma violenta. Na década de 1980, o percentual era 52,9%.
“Hoje, com grande pesar, vemos que os motivos ainda existem e subsistem, apesar de reconhecer os avanços realizados em diversas áreas. Contudo, são avanços ainda insuficientes diante da magnitude do problema”, conclui o estudo.
O homicídio é a principal causa de mortes não naturais e violentas entre os jovens. A cada 100 mil jovens, 53,4 assassinados, em 2011. Os crimes foram praticados contra pessoas entre 14 e 25 anos. Os acidentes com algum tipo de meio de transporte, como carros ou motos, foram responsáveis por 27,7 mortes no mesmo ano.
Segundo o mapa, o aumento da violência entre pessoas dessa faixa etária demonstra a omissão da sociedade e do Poder Público em relação aos jovens, especialmente os que moram nos chamados polos de concentração de mortes, no interior de estados mais desenvolvidos; em zonas periféricas, de fronteira e de turismo predatório; em áreas com domínio territorial de quadrilhas, milícias ou de tráfico de drogas; e no arco do desmatamento na Amazônia que envolve os estados do Acre, Amazonas, de Rondônia, Mato Grosso, do Pará, Tocantins e Maranhão.
De acordo com o estudo, a partir “do esquecimento e da omissão passa-se, de forma fácil, à condenação” o que representa “só um pequeno passo para a repressão e punição”. O autor do mapa, Julio Jacobo Waiselfisz, explicou que a transição da década de 1980 para a de 1990 causou mudanças no modelo de crescimento nacional, com uma descentralização econômica que não foi acompanhada pelo aparato estatal, especialmente o de segurança pública. O deslocamento dos interesses econômicos das grandes cidades para outros centros gerou a interiorização e a periferização da violência, áreas não preparadas para lidar com os problemas.
“O malandro não é otário, não vai atacar um banco bem protegido, no centro da cidade. Ele vai aonde a segurança está atrasada e deficiente, gerando um novo desenho da violência. Não foi uma migração meramente física, mas de estruturas”, destacou Waiselfisz.
Nos estados e capitais em que eram registrados os índices mais altos de homicídios, como em São Paulo e no Rio de Janeiro, houve redução significativa de casos, devido aos investimentos na área. São Paulo, atualmente, é o estado com a maior queda nos índices de homicídios de jovens nos últimos 15 anos (-86,3%). A Região Sudeste é a que tem o menor percentual de morte de jovens por causas não naturais e violentas (57%).
Em contraponto, Natal (RN), considerado um novo polo de violência, é a capital que registrou o maior crescimento de homicídios de pessoas entre 15 e 24 anos – 267,3%. A região com os piores índices é a Centro-Oeste, com 69,8% das pessoas nessa faixa etária mortas por homicídio.
