Ministro Padilha fortalece Santa Casa de São Carlos

Difícil imaginar mais boas notícias do que as que foram proporcionados pela visita a São Carlos do ministro da Saúde, Alexandre Padilha. Por isso, a homenagem que ele recebeu da Santa Casa foi mais do que justa. A exemplo de várias santas casas do país, a de São Carlos fez questão de marcar os agradecimentos ao ministro com uma bonita solenidade que reuniu diversas autoridades, incluindo 15 prefeitos da região.
Jamais vimos um montante de recursos liberados para a Santa Casa como agora. Foram R$ 3 milhões para reforma e ampliação da emergência da irmandade; R$ 1 milhão/mês a mais para custeio; e R$ 8,6 milhões anunciados no final do ano passado – R$ 5,3 milhões pela inclusão à Rede de Urgência e Emergência e R$ 3,3 milhões de incentivo pela adesão à contratualização. Também se somam os R$ 650 mil que indiquei como verba parlamentar – R$ 400 mil para equipamentos e R$ 250 mil para a reforma da Maternidade.
Ao lado disso, o ministro testemunhou o ato de assinatura do convênio que permite a reabertura do estágio aos nossos estudantes de medicina. A partir deste ano, os alunos da UFSCar poderão fazer, em São Carlos, o estágio para pediatria e, em 2015, para as demais áreas. A Santa Casa também irá pleitear vagas para a residência médica. Esses foram passos fundamentais que credenciarão a Santa Casa como hospital de ensino, o que lhe proporcionará 30% a mais de recursos do SUS.
As chances de fixar médicos em São Carlos, ou em qualquer outra cidade do país, aumentam significativamente quando o município dispõe de formação e residência. Por isso é louvável a coragem do ministra Padilha de autorizar, pelo Mais Médicos, a abertura de novos cursos de medicina – só em São Paulo serão 16 – e ampliar o número de vagas para residência – serão 12,4 mil novas vagas no Brasil.
Há oito anos iniciávamos em São Carlos um projeto também ousado: instalar o curso de Medicina, construir o Hospital-Escola (HE) e transformar a Santa Casa em hospital de ensino. Antes, para que iniciássemos esse projeto, o caminho foi árduo. Conquistar a área do antigo frigorífico junto à União; idealizar o curso; projetar o hospital e ganhar o projeto arquitetônico do Lelé; convencer os Ministérios da Saúde e Educação numa época em que o país não abria novas oportunidades de graduação na área; e, o maior desafio de todos, enfrentar as resistências de setores contrários aos nossos objetivos de proporcionar uma saúde pública de qualidade ao povo, sobretudo aos mais pobres.
O projeto são-carlense de saúde para todos está quase completo. Para finalizar de vez é preciso que o prefeito Paulo Altomani encaminhe o projeto de lei de federalização do HE para a Câmara, como já anunciado.
E, para comemorarmos ainda mais as conquistas na área da saúde, em mais uma demonstração de republicanismo do governo da presidenta Dilma Rousseff, é bom lembrar que em abril de 2013 o ministro Alexandre Padilha aprovou o pedido feito em 2012 pela gestão Oswaldo Barba de uma UPA para o Cidade Aracy. Demorou, mas finalmente o atual prefeito anunciou o início das obras. São mais R$ 2,2 milhões do governo federal para São Carlos, parte dos quais já está no caixa da prefeitura desde agosto do ano passado. Obrigado presidenta Dilma e ministro Padilha pelo carinho para com a nossa cidade.
