MP apura contrato de prefeitura com empresário suspeito de envolvimento na morte do prefeito de Ribeirão Bonito
Inquérito que apura supostas irregularidades foi aberto em 2018 a pedido do empresário Manoel Bento Santana da Cruz. Chiquinho Campaner (PSDB) foi assassinado em dezembro de 2019

O Ministério Público confirmou ao G1, nesta quinta-feira (9), que investiga se ocorreram irregularidades no contrato feito entre a Prefeitura de Ribeirão Bonito (SP) e o empresário suspeito de envolvimento no assassinato do prefeito Francisco José Campaner (PSDB), o Chiquinho Campaner.
De acordo com as informações do MP, o inquérito foi aberto em outubro de 2018 a pedido do próprio empresário Manoel Bento Santana da Cruz, que relatou ter prestado o serviço em caráter emergencial desde o início do mandato do prefeito.
Procurada pelo G1, a prefeitura de Ribeirão Bonito informou que todos os documentos requeridos foram enviados ao MP antes da execução do prefeito.
Segundo a Polícia Civil, o motivo do assassinato do prefeito seria o cancelamento de um contrato de transporte escolar com o empresário e a falta de pagamento de serviços prestados à prefeitura. O contrato, segundo a polícia, era verbal.
A polícia afirma ainda que há irregularidades em licitações e processos de pregão eletrônico que precisam ser investigadas.
Investigação
Segundo o empresário relatou ao MP, ele sofreu abusos com alterações contratuais onerosas e recebeu o pagamento com atraso durante essa contratação emergencial. Além disso, denunciou a precariedade dos transportes escolares no município.
De acordo com o MP, a investigação verificou que, em fevereiro daquele ano, o município decretou situação de emergência na prestação desse serviço, e usou como justificativa para embasar a contratação temporária, sem a realização da licitação.
Para isso, o Ministério Público aguarda documentos e informações requisitados à prefeitura. Se comprovadas as irregularidades, o prefeito poderia responder por improbidade administrativa devido ao possível prejuízo aos recursos municipais.
Contratação de serviços
Além da investigação sobre o transporte escolar, o MP também abriu inquérito em abril de 2018 para apurar possíveis irregularidades na contratação de serviços de limpeza, pintura e capinação de vias e imóveis públicos, digitalização de documentos, eletricista, entre outros.
De acordo com a denúncia, a prefeitura havia aberto um concurso público para contratar os servidores e orientado para que se tornassem Micro Empresários Individuais (MEI’s) e pudessem prestar o serviço, sem a necessidade de licitação.
