A Prefeitura de Boa Esperança do Sul afastou, neste sábado (22), a diretoria da Santa Casa da cidade depois de fazer uma intervenção no hospital. A instituição passou a ser comanda por um interventor nomeado pelo município. A medida foi tomada para tentar reduzir os problemas no atendimento. Além disso, segundo a Prefeitura, o dinheiro público era mal aplicado. O hospital funciona normalmente.
Em novembro de 2013, a Prefeitura passou a ser a única mantenedora da Santa Casa e com a intervenção passa a ter a administração completa do hospital. A verba do Sistema único de Saúde (SUS) será repassada diretamente para a administração. Segundo o secretário de Governo, Antônio Carlos Dourado, a ação foi necessária para melhorar o atendimento e a estrutura do hospital. “A gente encontrou um descontrole na parte financeira, no ano passado estava previsto um gasto de R$ 900 mil em subvenção e esse dinheiro que seria para o ano todo acabou no mês de agosto”, comentou.
Situação – A diretora de Saúde do município, Angelita Barra, alega que a entidade não oferece as condições ideais para atender a população. “Não é ideal nem na humanização, nem na forma como eram tratados”, disse. Com 15 leitos, a Santa Casa faz em média 44 internações por mês, mas tem problemas de infraestrutura. Na sala de emergência os aparelhos são velhos e a fiação elétrica está exposta. Na sala de observação é possível encontrar bolor nas paredes e camas enferrujadas. Em outra sala, há pelo menos dez camas e macas novas que nunca foram usadas. A temperatura para o armazenamento dos remédios também não é adequada e do lado de fora é possível ver infiltrações nas paredes.
Segundo a Prefeitura, foram identificados gastos além do previsto e que não eram aplicados na manutenção do prédio. O custo para manter a estrutura é de R$ 3 milhões por ano. Agora os novos administradores vão fazer um levantamento dos problemas no hospital. “Na verdade, o que está faltando é uma administração planejada para dar suporte à população que necessita”, afirmou o interventor Edson Bezerra.
Falta de repasse – O antigo responsável pela Santa Casa admite os problemas e diz que melhorias estavam previstas para o hospital. Ele garante que o orçamento era respeitado e que o repasse de verbas pela Prefeitura não foi feito. “Desde o dia 1º de janeiro ele não repassou verba para o pronto-socorro, só pagou médicos, nem acho que foi uma intervenção, foi uma invasão, a Santa Casa vai indo bem, era só cumprir com o convênio”, disse.
A Prefeitura alega que a prestação de contas da Santa Casa no ano passado indicou gastos injustificados, e por isso o Departamento Jurídico orientou pela interrupção nos pagamentos. Mas os repasses para especialidades médicas, Serviços de Atendimento Móvel de Urgência (Samu), Posto de Saúde da Família (PSF) e pronto-socorro foram feitos normalmente. Ainda segundo a Prefeitura, apesar da mudança na administração da santa casa o atendimento no pronto socorro, internações e cirurgias não foram prejudicados.
