Ribeirão Bonito: Cem dias de Chiquinho Campaner
Prefeito foi alvo de diversas polêmicas nesse começo de mandato
O prefeito de Ribeirão Bonito, Francisco José Campaner (PSDB), completou no último dia 10 de abril cem dias à frente da administração municipal.
Eleito com a bandeira da mudança nos rumos da administração pública, Campaner coleciona, desde os primeiros dias, atos não muito convencionais em relação aos atos de governo.
Aprovou junto à Câmara Municipal, onde tinha maioria absoluta dos votos, um projeto polêmico, quando extinguiu cargos comissionados até então existentes e, em uma minirreforma administrativa, criou 26 cargos de assessores diversos com vencimentos de R$ 1.200. Ação que dividiu opiniões, prós e contras.
Na sequência, o prefeito promoveu, na Praça da Matriz, um desentendimento com lideranças sindicais do Sindicato dos Servidores Públicos de Araraquara e Região (Sismar), quando se reuniam em assembleia com os servidores municipais de Ribeirão Bonito, onde a pauta principal era o dissídio coletivo.
A discussão rendeu a proximidade das vias de fato, da agressão, porém estacionou nos alterados xingamentos por parte do alcaide, o que rendeu, mais uma vez, uma negativa publicidade sobre a cidade divulgada na mídia regional. Rendeu também uma Ação Civil Pública na Justiça do trabalho.
Saúde – Médicos (3), dentistas (3) e 18 servidores foram dispensados logo em janeiro. Duas unidades do Programa Saúde da Família (PSF) foram fechadas a título de economia, contenção de despesas, o que gerou as 21 demissões e uma indenização em torno de R$ 700 mil.
Santa Casa – Uma queda de braços se dá entre a entidade e a prefeitura. Se por um lado o custeio dos relevantes serviços prestados pela Santa Casa, Pronto Socorro e pelas duas unidades de PSF à comunidade são fundamentais para a qualidade e manutenção da prestação de serviços, o Executivo, por sua meta de contenção de gastos e redução de despesas, reluta em bancar a demanda financeira para custeio dos serviços de Saúde Pública em Ribeirão Bonito e Guarapiranga.
Água – Mais uma vez, Ribeirão Bonito teve destaque negativo na mídia regional. O município ficou mais de sessenta dias sem tratar a água que chega a todas as residências e pontos comerciais da cidade. Em meados de março, a prefeitura sanou o problema, porém já se encontram em tramitação, no Ministério Público, investigações referentes ao caso.
Limpeza Pública – A contratação emergencial de 20 servidores para a coleta de lixo urbano também gerou assunto na mídia, com denúncias que vão desde a falta de Equipamentos de Proteção Individuais (EPI’s) até a irregularidade das próprias contratações. O assunto se encontra no Ministério Público em fase de inquérito.
Baixas – A advogada Dagmar Blotta, conhecida pela articulação política da campanha vitoriosa nas urnas da chapa Chiquinho/Nanado e colaboradora voluntária da administração, se afastou do posto ainda em fevereiro, antes do carnaval.
O vice-prefeito de Ribeirão Bonito Luiz Arnaldo de Oliveira Lucato (DEM), o Nanado, também se desligou das atividades diárias da administração, em fevereiro, quando alegou diversas discordâncias com algumas atitudes tomadas pelo chefe do Executivo, dentre as quais Nanado cita a contratação temporária de mão de obra para a coleta de lixo, a exclusão dos cargos comissionados existentes e a criação de outros 26 postos de assessores, além da maneira pela qual o prefeito se relaciona com os servidores públicos.
Regina Cano, designada para comandar a pasta da Saúde foi outra baixa, quando se exonerou em março, sendo substituída pela servidora Maria Eliza Lazarine Alboleia, que já ocupara o cargo nas duas administrações anteriores.
O assessor de Comunicação e Estruturas Fúnebres, Marcel Rofeal, foi exonerado no fim do mês de março por Campaner. Marcel, então provedor interino da Santa Casa, saiu em defesa de funcionárias da Entidade, quando as mesmas, segundo relatos, foram ofendidas pelo prefeito durante uma reunião de Diretoria.
Hoje efetivado provedor, Marcel foi a última baixa na equipe da administração municipal.
CEI – A Câmara Municipal rompeu, aparentemente, a lua de mel com o Executivo. Na opinião geral dos vereadores, era preciso dar um tempo ao prefeito para que ele mostrasse a que veio. Porém, na sessão da Câmara do dia 3 de abril, o presidente Dimas Tadeu Lima (DEM), anunciou que encaminhou ao Departamento Jurídico da Casa quatro denúncias de possíveis atos irregulares do Executivo, apresentadas pelo munícipe Luiz Fernando Galhardo.
As denúncias tratam da contratação emergencial de mão de obra para a coleta de lixo urbano, falta de tratamento de água, demissão de funcionários ligados aos PSF’s e Santa Casa e assédio moral contra servidores durante a reunião sindical ocorrida em janeiro.
Ao final da sessão da Câmara, quatro vereadores assinaram o requerimento para a abertura de uma Comissão Especial de Investigação (CEI) que investigará, em 90 dias, as referidas denúncias. São eles: Dimas Tadeu Lima (DEM), Armando Luís Lombardo Simões(PTN), José Eraldo Chiavoloni (DEM) e Leandro Donizette Mascaro (DEM), o Galego.
Dossiês – Veiculada pelo ex-assessor de Comunicação e Estruturas Fúnebres, Marcel Rofeal, a informação de que Chiquinho Campaner colecionava dossiês contra vereadores e que uns dois ou três poderiam até vir a ser preso caso viesse à público, parece ter ficado no zero a zero.
