A droga, sem qualquer dúvida, é a razão única da violência e da criminalidade, que hoje potencializam a insegurança e o terror vivido país afora. O crime organizado faz a sua distribuição, fatura elevadas quantias, pratica a corrupção e promove a guerra interna, eliminando concorrentes, cobrando à bala seus devedores e enfrentando com poder de fogo cada vez maior a polícia e todos os que – até por dever de ofício – ousam interromper sua escalada. Levando-se em consideração que São Paulo e os maiores centros consumidores não produzem drogas (que vêm da Bolívia, Colômbia, Peru, Paraguai e Suriname) a responsabilidade de impedir sua chegada é do governo federal, através de medidas políticas, da vigilância eficiente das fronteiras e rotas de tráfico e da ação da Polícia e Justiça Federal na repressão e julgamento dos traficantes. A simples constatação da origem internacional das mercadorias é argumento suficiente para a competência federal tanto na repressão quanto no apenamento. Disso só estaria excluída a produção do chamado “Polígono da Maconha”, existente no interior de Pernambuco que, também, se quiser, os governos têm como aniquilar, pois se trata de atividade agrícola ilegal.
O Brasil tem desde 1911 o compromisso internacional de combater as drogas. Fez sua primeira lei restritiva em 1921, em relação a ópio, morfina, heroína e cocaína. A proibição da maconha vigora desde 1930. Nos anos 70, o crime organizado, utilizando técnicas de guerrilha então muito em moda, partiu para seqüestros, assaltos a bancos e finalmente montou o esquema de distribuição de drogas que hoje periclita a segurança em extensas áreas do país e coopta milhares de pessoas, especialmente os jovens. Se a presença da droga tornar-se indisponível, considerável parte dessa violência também acabará, mas é imprescindivel que o omisso Estado se faça presente para acolher e encaminhar suas vítimas para a reinserção social. Oportunidades de emprego e renda, atendimento de saúde e outros insumos básicos não podem faltar. Tem também de fazer algo para que os presídios brasileiros deixem de ser depósitos de seres humanos e passem a efetivamente recuperar seus apenados. Esse é o preço que o governo, institucionalmente, tem de pagar pela sua omissão e por opções equivocadas das últimas décadas.
São Paulo registra hoje um momento crítico. Policiais mortos em emboscadas, pessoas do povo chacinadas e traficantes mortos ou presos. Alguns tentam atribuir tudo à facção que reconhecidamente atua nos presídios, outros lembram que além dessa, existem muitas outras organizações criminosas sem nome nem visibilidade, que também podem estar envolvidas e aproveitando o momento para ocupar novos espaços e fazer o acerto de contas, eliminando com seus desafetos.
A discussão idiota ocorrida nos últimos dias – entre o Ministro da Justiça e o Secretário da Segurança Pública – é algo que não deveria ter acontecido. Em vez de invocar questões político-partidárias, ambos, dentro de suas áreas de atribuição, deveriam estar mais preocupados com as pessoas que estão morrendo, ,,,,com a velada ameaça às autoridades e, em conjunto ou separados, fazer algo sério para conter a crescente escalada da violência. A União tem compromissos com São Paulo e São Paulo não é unidade estanque e nem está fora da União. O problema de um pertence naturalmente ao outro. É isso que a sociedade paulista espera ver como conclusão dos entendimentos que, já tardiamente, começam a ser desenvolvidos pessoalmente pela presidenta Dilma Rousseff e o governador Geraldo Alckmin. O povo exige – más exige mesmo – que cada um cumpra com seu dever…
