A presidenta Dilma Rousseff propôs hoje, ao abrir a 68ª Sessão da Assembleia Geral das Nações Unidas, o estabelecimento de um marco civil multilateral para a governança e uso da internet na proteção de dados. Segundo ela, a espionagem dos Estados Unidos – a cidadãos, ao governo e a empresas brasileiras – transcende o relacionamento entre os países, afeta a comunidade internacional e exige uma resposta.
“As tecnologias de telecomunicação e informação não podem ser um novo campo de batalha entre os Estados. Este é o momento de criarmos as condições para evitar que o espaço cibernético seja instrumentalizado como arma de guerra por meio da espionagem, da sabotagem, dos ataques contra o sistema e infraestrutura de outros países”, disse Dilma. “A ONU deve desempenhar um papel de liderança no esforço de regular o comportamento dos Estados ante essas tecnologias e a importância da internet para a construção da democracia no mundo.”
Dilma disse que a revelações das atividades de espionagem provocaram indignação e repúdio na opinião pública mundial, com destaque para o Brasil, que foi alvo, incluindo informações empresariais de alto valor econômico estratégico. Dilma ressaltou que uma soberania não se pode firmar em detrimento de outra. “Jamais pode o direito à segurança dos cidadãos de um país ser garantido mediante a violação de direitos humanos e fundamentais dos cidadãos de outro país. Pior ainda quando empresas privadas estão sustentando essa espionagem”, disse. Segundo ela, os argumentos de que a interceptação ilegal de informações e dados destinam-se a proteger as nações contra o terrorismo não se sustentam.
Antes do início da sessão, Dilma se reuniu com o secretário-geral da ONU, Ban Ki-moon. Ele e John Ashe, presidente desta sessão da Assembleia Geral da ONU, abriram o evento antes do discurso de Dilma. A tradição de o primeiro orador na Assembleia Geral da ONU ser um brasileiro surgiu a partir de Oswaldo Aranha, então chefe da delegação do Brasil, que abriu a primeira sessão especial em 1947.
Dilma chegou ontem às 6h55 a Nova York. À noite, ela teve duas reuniões no hotel onde está hospedada. Uma com o ex-presidente norte-americano Bill Clinton e outra com a presidenta da Argentina, Cristina Kirchner.
Dilma ainda participa da primeira reunião do Fórum de Alto Nível de Desenvolvimento Sustentável, que reunirá, a partir desta sessão, ministros de Meio Ambiente anualmente e chefes de Estado a cada quadriênio. A meta é implementar as metas estabelecidas no documento final da Conferência da ONU sobre Desenvolvimento Sustentável, Rio+20, intitulado O Futuro Que Queremos. Os países se comprometeram, durante a conferência do Rio de janeiro, em 2012, a definir objetivos concretos e mensuráveis para a eliminação da pobreza e da fome no mundo com desenvolvimento sustentável.
